The supreme is the highest decision-making organ of the Saami Council, the Saami Conference (Saami national symbols) and various policy agendas.

The First Saami Conference, to which individual Saamis, organizations and institutions were invited, was held in Jokkmokk in 1953 (Saami Council). The Second Saami Conference in Karasjok in 1956 established the Nordic Saami Council, the mandate of which was to take care of common Saami interests. Representatives of the founding organizations (The Lapp Cultural Association, Sámi Aetnam, [[Tiedosto:i> [Song of the Saami Clan]. In the Fifteenth Conference in Helsinki, the 6th February was officially made the Saami National Day. The Helsinki Conference was a historic event in that the Russian Saamis were admitted through their own association as official members of the Council (Kola Saamis: the political situation). Since 1994, Saamis from America have also participated in the Conferences as observers. In 1996, theSaami Conference was held in Murmansk, and the Fiftieth Anniversary of the Saami Council was celebrated there. The Murmansk Conference also decided on the transfer of the functions of the Saami Language Board to the Saami Parliaments. The position of the Saami Conference itself became increasingly precarious as these new, more democratic, organs were established in Norway, Finland and Sweden.
