<P align="justify"> The original Sko … <P align="justify"> The original Skolt Law and Skolt Statute have been amended several times. The Skolt Law (L 253/95) in force today was ratified in 1995 and the Statute (A 133/97) in 1977. Section 1 in Chapter 1 (General Regulations) of the Skolt Law defines the purpose of the law as being the enhancement of the living conditions and subsistence possibilities of the Skolt population in the Skolt Area and the maintenance and promotion of Skolt culture. Section 2 defines the borders of the Skolt Area: the eastern border is the national frontier with Russia; in the south the border runs from the River Luottojoki west of Lake Kattajärvi and south-west of the Ruohojärvi lakes to Kurupää and thence west of Lake Mattojärvi to the western end of Nanguvuono Creek; the western border of the Skolt area runs from there to the northern tip of Tsharminiemi Promontory and on to Palkissaari Island and via the islands of Kärppäsaari, Varttasaari and Koutukinsaari east of Pisteriniemi Point and north of Naamajärvi Farm to Lammassaari Island on Lake Nitsijärvi and Rovaniemi Point on Lake Iijärvi to the border between the municipalities of Inari and Utsjoki at Tsoalmmavarri.; the northern border is constituted by the line between the municipalities of Inari and Utsjoki </P>

<P align="justify"> According to the law "a Skolt means a person who considers herself or himself to be a Skolt providing that she or he or at least one of her or his parents or grandparents has acquired the [[Skolt Saami language|Skolt Saami language]] as her or his first language, or that she or he is the descendant of such a person, or that she or he is defined as a native Skolt by previous legislation or is the descendant of such a person." In its wording the law attempts to conform to the Nordic definition of a Saami. </P>
<P align="justify"> The law stipulates the various support measures required of the state with respect to the Skolts and the rights of the state with respect to water and land rights, to which persons living in the Skolt area have a right without separate indemnification. These special rights mainly apply to the practice of livelihoods that exploit natural resources and the harvesting of timber for firewood and building. Most activities also require the permission of the forestry authorities. </P>
<P align="justify"> Chapters 2 and 3 of the law regulate the conditions of loans and other support measures; Chapter 4 deals with the acquisition of land and Chapter 5 with the processes connected with the sale of land; Chapter 6 concerns the limitations on estates and Chapter 7 the recovery of claims. </P><BR><BR> of claims. </P><BR><BR> +
